Is really an amazing idea.
One would think: simple, relatively inexpensive, and quite likely provide some seriously unexpected comfort in what is a horrible situation.
(For someone like me, fascinated by fire and pyrotechnics, I'm also quite afraid of fire.)
But is this something.. real? Inspired by reality? Or something that should-be real?

Though I have never asked Wes and he has never mentioned it, I can't help but think he is rehabilitating Donna Clark a bit. She also comes off as a mixed bag in Forgotten Killer. Most people have a little good in them if you look hard enough to find. Frenchy in the current story is a prime example of that. Someone or something has to be the agent for change.

There are some rural and small town fire departments that provide such a service, although it isn't something that's talked about much. One of the neater versions of this are some local fire departments that carry stuffed animals such as Teddy Bears to give to children in such circumstances, or at an auto crash or something. There are no particular rules or common methods, but very often the toys or clothes are provided by the local Fire Auxiliary (i.e., fireman's wives) or local service clubs.
I don't know about urban fire departments.
Turning to Donna, go re-read Chapter 6 of Hiding Patty.

I am a 30+ year volunteer with Los Angeles County Sheriffs Department. I know that the patrol station I volunteer out of (there are 23 of them) does the teddy-bear thing as well as my wife helps. Other stations may do it also, I have no way of knowing. Whenever either of the two local thrift stores has a sale on stuffed animals my wife will get a phone call from the store staff (the stores call her and give her a discount as they know where the animals will end up) . She'll come home with a trash bag full of stuffed animals. She will do any needed repairs, wash them, and bag them in individual zip-lock bags. The next time I go to the station I'll take the trash bag and drop it off with the watch commander. Three or four stuffed animals end up in the trunk of every patrol car. As to the "Donna Clark Suitcase"... There are 88 cities and 10 million people inside L.A. county, and some cities contract with County Fire, and others have their own city fire department. I know that every Captain in the County Fire Department and probably every city fire department as well has the 1-800 dispatch number for Red Cross DART - Disaster Assessment and Relief Team. They have a large box truck set up to immediately clothe people that are burned out from anything from a single family residence to a 12 unit apartment house. Plus they have arrangements with a number of local motels and hotels for immediate housing.
