I recently found that I needed a more weather friendly form of transport than my 15 year old electric scooter, so I bought a van, which came equipped with a multitude of bells and whistles. However I soon discovered that it does not have what may be an essential warning device in present day traffic - an warning for idiotic jay walkers who have their noses glued to their cell-phones. I wouldn't worry about hitting them. I don't think any sane court would convict you. I see those idiots everywhere. They don't seem to mind inconveniencing the rest of world so long as they can text, tweet or engage in some useless babble. It's madness to believe that the POTUS tries to conduct national business by tweeting. God help us all.

If you're in a busy city you can have great fun watching these idiots walking into poles, each other, trees, and that most vicious of things, a parked truck.

Many years ago I was involved in a "walking while distracted" incident. While I don't recall exactly when it happened, I know it was no later than 1996 and likely not much earlier than 1988. The reason I can bookend those dates is related to my age, and the fact I have not been in the city where the incident occurred since 1996.
This was years before cell phones were common. One day I crossed a street as I was reading some mail and hit a bicycle between the two wheels. Fortunately no one was hurt in that incident.

Saw one poor guy checking his phone walk right into a bicycle parking post, which only went up to crotch level. That had to hurt.
